Put the rice and water in a bowl. Let the rice soak for 30 minutes to 2 hours then drain.
Mix together the orange juice, cinnamon, cloves, ginger, and raisins. Bring just to a boil then decrease the heat. Mix in the rice. Cover partially and cook for 15 minutes or until the liquid has absorbed.
Decrease the heat to low, cover completely, and cook for 15 minutes. Turn the heat off and let sit for 5 minutes. Discard cloves and cinnamon stick then fluff.
