0 3/4 cup  wheat, bulgur, dry
0 3/4 cup  cold water
1 tbsp  vegetable oil
4 tbsp  fresh lime juice
1 1/2 tsp  ground cumin
1 tsp  oregano leaves
0 1/4 tsp  salt
1 pinch  ground cayenne (red pepper)
6 each  fresh green onions
1 each  medium red bell peppers
2 tbsp  chopped parsley
4 piece  fresh romaine leaves
Directions
  1. Pour the water into a saucepan and bring to a boil. Put the bulgur in a bowl and pour the boiling water on top. Let sit for about 30 minutes.
  2. Mix together the oil, lime juice, cumin, oregano, salt, and cayenne. Stir in the bulgur, onions, red bell pepper, and parsley then fluff.
  3. Chill in the refrigerator. Put the lettuce leaves on 4 plates and top with the bulgur mixture.
