Mix together 2 teaspoons thyme, salt, pepper, and allspice. Massage mixture onto surface of beef. Cover securely with plastic wrap and chill 24 hours.
Preheat oven to 400 degrees F.
Heat a cooking spray coated frying pan over medium-high heat. Cook beef 5 minutes, flipping to sear on all sides. Move beef to a cooking spray coated rack and place in a roasting pan. Bake 26 minutes or until a meat thermometer reads at least 135 degrees F or until preferred degree of doneness. Take beef out of oven and let rest 10 minutes.
Add brandy to roasting pan and scrape bottom of pan to release all browned bits.
Heat a cooking spray coated frying pan over medium heat. Saute shallots 4 minutes. Pour in brandy mixture, broth, and remaining thyme. Let simmer 4 minutes or until mixture is reduced to 1 cup. Spoon some over beef and serve the rest on the side.
