Combine turkey with green beans, onions, lemon grass, cilantro, chilies, fish sauce, egg, cornstarch, and sugar. Separate mixture into 16 sections and form into patties.
Heat oil over medium-high heat in a frying pan. Cook patties about 7 minutes, flipping one time or until fully cooked in the center. Take patties out of pan with a slotted spoon and let drain on paper towels.
