Mix the first 5 ingredients in a large bowl and combine well.
Make the dressing by processing the peanut butter, lime juice, soy sauce, cilantro, garlic, ginger, and 2 tablespoons of water in a blender until smooth and thick. If the dressing is too thick, add 1-2 tablespoons of water to thin.
Pour over vegetables and mix well. Top with peanuts and serve.
