Mix pineapple, red onion, pepper, cilantro, vinegar, and honey in a bowl and reserve.
Whisk together mint, lime juice, salt, and chili powder. Toss in shrimp. Thread 3 shrimp on each of 8 skewers. Arrange shrimp on a cooking spray coated grill rack and grill 1 1/2 minutes per side. Serve with salsa and top with cilantro sprigs.
