Slice off bottoms of onions halves so onions can stand on their own.
Take centers of onions out, leaving 3/4 inch of shells. Finely chop onion centers and save.
Lay onions in a frying pan. Add water, wine, peppercorns, allspice, mustard seeds, and bay leaves and bring to a boil. Lower heat, place lid on pan, and simmer 10 minutes or until onions are crunchy but soft.
Using a slotted spoon, take onions out of pan, move to a baking sheet, and season with salt. Save 1/4 cup cooking liquid.
Preheat oven to 375 degrees F.
Heat a cooking spray coated frying pan over medium heat. Cook saved onion middles and apple 5 minutes.
Mix in saved 1/4 cup cooking liquid, dried fruit, raisins, and sugar and cook over medium-low heat until all liquid is evaporated. Stuff onions with fruit mixture.
