Heat a cooking spray coated pot over medium heat. Cook onion, green pepper, and garlic 3 to 4 minutes; mix in caraway and anise seeds and cook 1 minute.
Mix in cabbage, wine, and vinegar and bring to a boil. Lower heat, place lid on pot, and simmer 5 minutes or until cabbage is wilted. Simmer, without lid 10 to 15 minutes or until cabbage is soft. Mix in bacon-bits. Sprinkle with salt and pepper.
