Bring 1 cup of water to a boil. Add rice, decrease the heat, cover, and let simmer 25 minutes.
While the rice is cooking, heat a skillet over medium high heat. Cook the nuts for about 3 minutes or until browned. Stir often. Once done cooking, set aside on a separate plate.
Place the skillet back on the heat and spray with cooking spray. Add in the carrots, onion, and bell pepper, spray with cooking spray; cook for approximately 8 minutes.
Take the skillet off of the heat and add in the raisins, cinnamon, cumin, salt, and 1/4 cup water. Cover to keep warm until the rice has finished. Combine the nuts and vegetable mixture and serve over the rice.
