Place 1 1/2-ounces of ham, 2 tablespoons bell pepper, and 2 tablespoons onion on top. Fold over the tortillas and push down to seal.
Heat a skillet over medium heat. Spray both sides of the tortillas and set in the skillet. Cook for 2 minutes, flip over, and cook for an additional 2 minutes. Repeat until all of the tortillas are cooked. Cut each tortilla in half and serve.
