Cover a baking sheet with aluminum foil and coat with cooking spray. Slice onions into 2-inch wedges and lay on baking sheet. Coat with cooking spray and season with thyme, parsley, cloves, garlic powder, and pepper. Bake for 35 minutes.
Whisk together salad dressing, lemon juice, and lemon rind. Move onions to a serving bowl and spoon dressing overtop. Combine well and sprinkle with salt and pepper. Lay lettuce and endive on serving plates and spoon onion mixture over.
