In a large bowl, mix together the first five ingredients.
In a smaller bowl, mix together the carrots, oil, egg, egg white, sugar, milk, and vanilla.
Stir the carrot mixture into the dry ingredients. Add the raisins and the pecans.
Lightly grease a 9x5x3" loaf pan. Pour batter into loaf pan and bake for 1 hour, or until toothpick inserted in the center comes out clean. Cool loaf in pan for 5 minutes. Invert onto a rack to cool completely.
