Coat both sides of bread slices with cooking spray. Toast in a large frying pan over medium heat until lightly browned on both sides. Set aside in a warm spot.
Pour oil in a medium pot and heat. Sauté garlic over low heat 5 to 8 minutes or until garlic is tender and golden. Mix in cumin, oregano, and cayenne and cook 1 to 2 minutes. Pour in stock and let boil. Lower heat, place lid on pot, and let simmer 5 minutes. Sprinkle with salt.
Arrange bread in the bottom of soup bowls. Pour soup over and top with cilantro.
