Combine in a small bowl olive oil, garlic, lemon peel, oregano, salt, and crushed red pepper. Rub oil mixture into meat with your fingers. In a 4 1/2- to 6-quart slow cooker, combine soybeans, tomatoes, onion, and olives. Add meat. Pour wine and lemon juice over all.
Cover and cook on low-heat setting for 7 to 9 hours or on high-heat setting for 3 1/2 to 4 1/2 hours.
Remove lamb shanks and vegetables to a serving platter. Discard cooking liquid. Cut lamb shanks into 6 servings. Sprinkle with cheese and parsley, (optional).
