In a large heavy-duty, zip-top plastic bag combine lemon zest, lemon juice, green onions, parsley, basil, and garlic; add chicken. Seal bag and turn to coat chicken. Marinate in refrigerator for at least 2 hours, turning bag occasionally.
Remove chicken from marinade, and discard marinade.
Coat grill rack with cooking spray; place chicken on grill over medium-hot coals (350 to 400 degrees F). Place chicken on rack, and grill, covered, 5 minutes on each side or until chicken is done.
