Using a 2-quart saucepan, heat broth, water, and salt to boiling. Stir in pasta, garlic, and onions. Heat to boiling, reduce heat. Cover and simmer 12 minutes, stirring occasionally, until most of the liquid is absorbed.
Stir in remaining ingredients. Serve hot.
