Begin by chopping the potatoes into chunks and then put them in a pan with water to cover along with the salt and sugar. Bring the potatoes to a boil, then reduce the heat and boil gently for about 10 minutes, or until the potatoes are tender.
Drain well and then leave to cool in a colander.
After the potatoes are cool enough to handle, slice the potato chunks and put them into a bowl. Next, sprinkle the garlic, vinegar, cumin, and cayenne or paprika over the salad.
