In a large 2-quart saucepan, combine the water, butter, chicken bouillon, garlic, and pepper. Cook over medium heat until mixture comes to a full boil. While boiling, add the carrots and return to a full boil. Continue to cook for 3 to 4 additional minutes.
Next, add the rice and reduce heat to low. Continue to cook covered for roughly 20 minutes, or until the rice is tender.
Gently stir in all remaining ingredients with a fork and serve.
