Prepare the tortellini according to the package directions, omitting any oil and salt. Then, rinse in cold water and set aside to cool, and in a large bowl, mix the tortellini, tomatoes, black beans, and corn while tossing gently.
Use a food processor to mix the balsamic vinegar, lime juice, red onion, garlic, honey, and cilantro, and pulse to mix.
Add the olive oil gradually through the feed tube with the motor running, and season with the salt and pepper.
Pour the dressing over the salad, and toss, cover, and chill for 30 minutes before serving.
