In a small bowl, combine garlic, pepper, thyme, and salt. Mash with back of a spoon until mixture forms a paste. Stir in lemon juice, mustard, and olive oil.
With a sharp knife, trim fat from chops. Spread garlic mixture over both sides of chops. Place chops on rack of a broiler pan coated with cooking spray. Broil 5 1/2 inches from heat (with electric oven door partially opened) 6 - 7 minutes on each side or to desired degree on doneness.
