0 1/2 cup  sugar
1 cup  white all purpose flour
2 tsp  low sodium baking powder
6 tbsp  unsweetened cocoa powder
0 1/2 cup  fat free milk
1 tsp  vanilla extract
1 tbsp  margarine
0 3/4 cup  packed light brown sugar
1 1/2 cup  cold water
  1. Preheat oven to 350 degrees, and coat a 9 x 9 x 2 inch baking pan with nonstick cooking spray.
  2. Use a bowl, and combine the sugar, flour, baking powder, and 2 tablespoons cocoa.
  3. Stir in the milk, vanilla, and margarine, and spread the batter in the prepared pan.
  4. Combine together the brown sugar and the remaining 4 tablespoons cocoa and sprinkle over the batter.
  5. Pour boiling water over all, and bake for 25 to 30 minutes.
