In medium bowl, using a stand mixer with regular beaters, blend yeast, rice flour, tapioca flour, powdered milk, xanthan gum, salt, gelatin, Italian seasoning, water, sugar, olive oil, and cider vinegar.
Continue to beat on high speed 3 minutes. If dough is too stiff, add one tablespoon of water until dough is smooth.
Coat 12" pizza pan or 11" x 7" baking sheet with cooking spray.
Place dough on pan. Sprinkle with rice flour. Press dough into pan, sprinkling with additional rice flour to keep dough from sticking to hands.
Bake 10 minutes. Remove from oven. Top with favorite ingredients.
Return to oven. Bake 20 to 25 minutes, until golden brown.
