1 each  fennel bulb
1 each  medium red bell peppers
1 each  small onions
1 tbsp  vegetable oil
0 1/2 cup  short grain brown rice
1 each  bay leaves
2 cup  cold water
Directions
  1. Mix together the fennel, pepper, onion, and vegetable oil in a saucepan. Cook for about two minutes over medium heat.
  2. Stir in the rice, bay leaf, and water.
  3. Bring to a boil then decrease to low and cook for about 30 to 35 minutes.
