1 1/2 lb  napa cabbage
0 1/4 cup  Vinegar, apple cider, filtered
1 1/2 tsp  fructose sweetener
0 1/2 tsp  hot red pepper flakes
2 tsp  caraway seeds
0 1/4 tsp  salt
1 pinch  black pepper
0 1/4 cup  cold water
1 each  medium red bell peppers
Directions
  1. Combine the vinegar, fructose, hot pepper flakes, caraway seeds, pepper, and water in a saucepan. Bring to a boil and cook for 4 minutes. Set aside.
  2. Fill a saucepan with 1-inch of water and bring to a boil. Put the cabbage and red bell pepper in a steamer basket and set over the water. Cover and steam for about 3 minutes. Transfer into a bowl.
  3. Pour the sauce over the cabbage using a strainer. Toss to mix.
