  1. Place the broccoli in a microwave proof dish.
  2. Cook, covered, for 2 minutes on a high setting.
  3. Drain then chop into fine pieces.
  4. Cook the pasta according to the directions on the package.
  5. Drain then place on aluminum foil.
  6. Mix together the ricotta cheese, mozzarella cheese, egg substitute, 2 tablespoons Parmesan cheese, basil, and chives in a bowl. Add the broccoli.
  7. Spray a nonstick saucepan with the cooking spray.
  8. Saute the onion and garlic over low heat for approximately 4 minutes.
  9. Mix in the tomatoes, tomato paste, water, oregano, and thyme.
  10. Reduce the heat and simmer, covered, until ready for use.
  11. Stuff the shells with the broccoli and cheese mixture.
  12. Spread 1 cup of the tomato sauce on the bottom of a microwave proof casserole dish.
  13. Place the pasta shells in the dish and drizzle the rest of the tomato sauce over all.
  14. Sprinkle 1/2 tablespoon Parmesan cheese on top.
  15. Loosely cover the dish with a piece of wax paper.
  16. Microwave on a high setting for 4 minutes then turn and cook for an additional 3 minutes.
