  1. Mix together the potato and milk in a microwave proof bowl. Microwave for 8 minutes on a high setting.
  2. Put the beef and onion in an oven safe skillet and place over medium heat. Cook, stirring to break up the larger pieces, until the beef is browned.
  3. Mix in the peas and carrots, pepper, and gravy. Cook for 3 minutes, stirring frequently.
  4. Place the potato mixture on top of the beef mixture, but leave a 1 inch border around the edges.
  5. Broil for about 3 minutes. Sprinkle the cheese on top and let sit for 5 minutes.
