  1. Spray a nonstick skillet with the cooking spray. Sauté the onion, garlic, and bell pepper for 2 minutes over medium high heat.
  2. Place the mixture on a plate.
  3. Coat the steaks with the Worcestershire sauce and flour. Sprinkle with pepper.
  4. Cook the steaks in the skillet for 1 minute then turn over and cook for another minute.
  5. Decrease the heat to low and add the onion mixture. Mix in the tomatoes and sprinkle the basil, thyme, and cloves over all. Simmer, covered, for about 10 minutes.
  6. Remove the meat from the skillet and place on two separate plates.
  7. Increase the heat to high and continue to cook the onion mixture for 3 minutes, stirring often.
  8. Spoon the pan drippings and the onion mixture on top of the steaks.
