1 each  cooking spray
0 3/4 cup  long grain white rice
8 oz  Beef, top sirloin steak, lean, raw
0 1/2 cup  fresh chopped onion
1 1/2 each  seedless raisins
2 cup  fresh shredded cabbage
15 oz  tomato sauce, low sodium
1 1/2 tbsp  red wine vinegar
0 1/2 each  SPLENDA┬«
1 pinch  black pepper
Directions
  1. Spray a microwave-proof casserole dish with the cooking spray.
  2. Cook the rice in accordance with the directions on the package.
  3. Place the beef and onion in a nonstick pan and saut├ę for 5 minutes over high heat. Break up the large pieces of beef with a wooden spoon. Drain off the fat. Add the rice and raisins.
  4. Put the cabbage and 3 tablespoons of water in a different microwave-proof casserole dish. Cook for 2 minutes on a high setting. Stir around and cook for 2 minutes on a high setting. Drain, but keep the liquid.
  5. Combine the liquid, tomato sauce, vinegar, Splenda, and pepper in a bowl. Add to the meat mixture.
  6. Spread the cabbage on the bottom of the primed casserole dish. Spoon the meat on top. Microwave, covered, for about 4 minutes on a medium high setting. Turn the dish and microwave for 4 minutes.
  7. Let sit, uncovered, for 2 minutes then serve.
