2 each  whole heads of garlic
1 each  olive oil cooking spray
3 each  medium onions
2 each  large red bell peppers
2 tbsp  vegetable oil
2 tbsp  fresh lemon juice
2 tbsp  chopped parsley
0 1/2 tsp  salt
0 1/4 tsp  black pepper
8 oz  fettuccine
Directions
  1. Preheat oven to 400 degrees F.
  2. Slice off 1/2 inch from top of garlic bulbs, revealing just the tips of the cloves. Cover bulbs with aluminum foil, loosely. Coat a baking sheet with cooking spray. Lay garlic, onions, and bell peppers on the pan and roast 15 to 20 minutes, until garlic is very soft.
  3. Let garlic cool and squeeze pulp into a bowl. Mix in oil, lemon juice, parsley, salt, and pepper. Toss garlic sauce with pasta, onions, and peppers. Serve warm.
