  1. Preheat the oven to 450 degrees F.
  2. Spray a nonstick cookie sheet with cooking spray and lay the bagels on top. Spray the bagels with cooking spray and bake for about 5 to 8 minutes.
  3. Mix together the cream cheese, sour cream, salmon, chives, lemon zest, lemon juice, and pepper in a bowl.
