Ingredients Directions
  1. In a pot, heat the oil and add the onions and celery; saute on medium heat, stirring continuously for 4 or 5 minutes, until browned.
  2. Add 1 cup of the water, cover, lower the heat, and simmer for 5 minutes.
  3. Add the cabbage and carrots, stir well, and simmer, covered, for 5 minutes.
  4. Add the remaining 2 cups of water, the potatoes, beets, tomatoes, caraway seeds, vinegar, and salt; bring to a boil, lower the heat, cover, and simmer for about 35 minutes, until the beets are tender.
  5. Add the beans and dill. When the stew is hot, add pepper to taste.
  6. Serve topped with chopped scallions and a dollop of nonfat yogurt.
