  1. Coat Dutch oven or large pot with cooking spray and heat over medium. Add onioins and cook, covered, 6 minutes, stirring often. Add garlic and cook additional 2 minutes.
  2. Mix in Splenda® and cook additional 2 minutes.
  3. Mix in flour and cook 1 minute.
  4. Add broth, sage, and bay leaves and bring to boil.
  5. Lower heat, cover, and simmer 30 minutes.
  6. Remove and discard bay leaves. Allow soup to cool 20 minutes.
  7. In batches, ladle soup into blender, purée until creamy.
  8. Return soup to pot. Sprinkle with salt and peppers.
  9. Reheat over medium for 3-5 minutes.
  10. Mince chives. Ladle soup into serving bowls. Garnish with chives.
