Ingredients

1 each  small green bell peppers
1 each  small red bell peppers
2 tbsp  olive oil
0 1/4 cup  red wine vinegar
1 tsp  sugar
2 tbsp  fresh chives
1 pinch  salt
1 pinch  black pepper
Directions
  1. Boil a large pot of water.
  2. Place peppers in water and cook for 2 minutes.
  3. Strain peppers and submerge in a bowl of ice water. Strain again.
  4. Using a blender or food processor, pulse olive oil, vinegar, sugar, chives, salt, and pepper until smooth.
  5. Spoon mixture over peppers.
