  1. Preheat the oven to 375 degrees.
  2. Combine the potatoes and egg yolk. Stir in the cheese, green pepper, green onions, and celery salt.
  3. With an electric mixer on high speed beat the two egg whites at room temperature until soft peaks form.
  4. Gently fold the egg whites into the potato mix.
  5. Spoon the mixture into a 1 1/2 quart casserole dish coated with vegetable cooking spray.
  6. Sprinkle paprika evenly over the top and then bake for 25 to 30 minutes. Serve immediately.
