0 1/2 cup  chopped green bell peppers
0 1/4 cup  fresh chopped onion
1 1/2 lb  lean ground beef (10% fat)
1 1/4 cup  no-salt tomato sauce
0 1/4 cup  cold water
0 1/4 cup  chili sauce
1 tbsp  chili powder
0 1/2 tsp  salt
0 1/4 tsp  black pepper
0 1/4 tsp  ground red pepper (cayenne)
6 oz  unsalted tomato paste
4 oz  green chile peppers, diced
8 each  whole wheat hamburger buns
Directions
  1. Spray a large nonstick pan with nonstick cooking spray and heat over medium high heat, add green pepper and onion, cook until crisp tender. Remove from pan and set aside.
  2. Place pan back over medium high heat and add ground beef, cook until brown. Drain meat and pat dry with paper towels, wipe pan dry.
  3. Place pan over medium heat, add back in meat and peppers.
  4. Add tomato sauce and remaining ingredients (except buns), cook until heated through, about 10 minutes, stir occasionally.
  5. Separate mixture into 8 even servings and spoon on top of bottom half of bun, cover with top.
