  1. Place the tuna in a medium mixing bowl and then stir in the soup, milk, and water. Add the frozen peas, water chestnuts, half of the noodles, tomato, celery, green onions, and soy sauce; toss lightly to mix.
  2. Preheat oven to 375 degrees F and then spoon the mixture into a 1 1/2-quart casserole dish coated with cooking spray.
  3. Top the casserole with the remaining noodles and then bake for 25 to 30 minutes, or until heated thoroughly.
