1 tsp  olive oil
0 1/2 lb  extra lean ground beef (5% fat)
2 each  chopped green bell peppers
8 each  scallions
2 each  medium tomatoes
1 tbsp  chili powder
1 tbsp  ground cumin
1 tbsp  garlic powder
0 1/2 tsp  black pepper
0 1/4 tsp  salt
2 each  large russet potatoes
0 3/4 cup  Cheese, cheddar, light, shredded
Directions
  1. Preheat oven to 350 degrees F.
  2. Spray nonstick cooking spray in a 13 x 9 inch baking pan.
  3. Heat the oil in a large nonstick frying pan.
  4. Add the beef, bell peppers, and scallions and cook until beef is brown and peppers are soft, about 8 minutes.
  5. Add the tomatoes, chili powder, cumin, garlic powder, black pepper, and salt. Cook, stirring as needed for about 5 minutes.
  6. Place the potatoes and beef mixture in alternating layers in the baking dish. Cover and bake 40 minutes.
  7. Uncover and sprinkle the nonfat cheddar cheese evenly over the top.
  8. Bake until potatoes are cooked and cheese is melted, about 10 minutes.
