  1. In a small bowl combine margarine and chili powder; cover and chill at least 30 minutes.
  2. In another small bowl combine flour, baking powder, and salt, set aside.
  3. Combine milk and egg substitute, add to dry ingredients, stirring just until combined.
  4. Fold in corn and onion tops, let stand 15 minutes or until mixture is slightly thickened.
  5. For each pancake, spoon 1/4 cup batter onto a hot griddle or skillet coated with cooking spray.
  6. Cook until tops are covered with bubbles and edges look cooked, turn and cook other side.
  7. Serve pancakes with chili spread.
