  1. Lightly spray a medium nonstick saucepan with cooking spray.
  2. Add onion and sauté over medium heat until the onion wilts, around 4 minutes.
  3. Add the broth and bring to a boil.
  4. Mix in the rice, carrot, cumin, and cayenne pepper. Cover and remove from heat.
  5. Let stand for 5 minutes.
  6. Fluff the rice with a fork, stirring in the scallions. If desired, garnish with lemon. Serve immediately.
