1 lb  extra lean ground beef (5% fat)
0 1/2 cup  fresh chopped onion
4 oz  no-salt tomato sauce
1 tsp  chili powder
0 1/2 tsp  ground cumin
0 1/4 tsp  salt
0 1/4 tsp  black pepper
4 each  6-inch corn tortillas
0 3/4 cup  Cheese, American, pasteurized, processed, low fat, shredded
1 each  cooking spray
0 1/2 cup  cold water
  1. Begin by browning the chuck and onion in a large nonstick skillet over medium heat, stirring to crumble.
  2. Drain the meat and then pat dry with paper towels to remove any excess fat.
  3. Return the meat to the skillet, and stir in the tomato sauce and seasonings. Continue to cook over medium heat until heated thoroughly, stirring constantly.
  4. Preheat your oven to 400 degrees F.
  5. Layer the tortillas, meat sauce, and cheese in a 2-quart casserole dish coated with cooking spray. Pour the water over top, cover the casserole, and then bake for 20 minutes. Serve hot.
