2 1/2 cup  old fashioned rolled oats
0 3/4 cup  white all purpose flour
0 3/4 cup  packed brown sugar
0 1/2 tsp  baking soda
0 3/4 cup  unsalted butter
1 each  Brownie, regular, dry mix, 21.5oz package
0.3333 cup  cold water
0.3333 cup  vegetable oil
2 each  eggs
0 1/2 cup  chopped walnuts
  1. Heat oven to 350 degrees F.
  2. Grease bottom only of rectangular pan, 13x9x2 inches, with shortening, or spray with cooking spray.
  3. In a medium bowl, mix oats, flour, brown sugar and baking soda. Stir in butter.
  4. Reserve 1 cup of the oat mixture.
  5. Press remaining oat mixture in pan. Bake 10 minutes, let cool 5 minutes.
  6. Stir brownie mix with chocolate syrup, water, oil, and 2 eggs for fudge like brownies in medium bowl, using spoon, until well mixed. Stir in nuts.
  7. Spread over baked layer then sprinkle with reserved oat mixture.
  8. Bake 35 to 40 minutes or until toothpick inserted 2 inches from side of pan comes out clean.
  9. Cool completely, approximately 2 hours before cutting into 8 rows by 6 rows.
  10. Store tightly covered.
