  1. Arrange the chips in a medium shallow bowl.
  2. Set a small skillet on medium-high heat. With an oven mitt, take the pan off the heat and spray it with olive oil cooking spray.
  3. Place skilet back over medium-high heat and add the turkey. Break it into chunks with a wooden spoon, cooking for 3-5 minutes or until no longer pink. Reduce heat to low, stir in the beans.
  4. Meanwhile, spoon the cheese sauce into a microwaveable bowl. Microwave on low power in 15-second intervals until it is warm.
  5. Spoon the turkey mixture evenly over the reserved chips. Drizzle on the cheese sauce, and spoon on the salsa and sour cream. Sprinkle on the chives and serve immediately.
