2 tbsp  black pepper
1 lb  Beef, top sirloin steak, raw
2 tsp  Margarine, 80% fat, unsalted
1 each  canola cooking spray
1 each  medium shallots
0 1/2 cup  fat free unsalted beef broth
0 1/4 cup  brandy
0 1/4 tsp  salt
1 cup  fresh watercress, chopped
Directions
  1. Rub cracked pepper over all of steak.
  2. Heat 1 teaspoon margarine over medium high heat in a large skillet coated with cooking spray.
  3. Cook steaks in skillet for 3 minutes per side (should be browned). Remove the steaks from the skillet, cover, and keep warm.
  4. Reduce heat below skillet to medium and saute the shallots until tender.
  5. Add the beef broth and Cognac. Bring to a boil, scraping the sides of the pan.
  6. Add the salt and remaining margarine. Cook for 5 more minutes.
  7. Pour sauce over the steaks and serve over watercress (optional).
