6 tbsp  red wine vinegar
6 tbsp  olive oil
0 1/2 tsp  black pepper
0 1/4 tsp  salt
2 each  fresh tomatoes
0 1/2 cup  fresh cilantro
1 oz  chopped green bell peppers
2 each  medium garlic cloves
4 each  fresh green onions
28 oz  Peas, black eyed, unsalted, canned
  1. In serving bowl, combine all ingredients, mix, and refrigerate for up to 2 hours.
