  1. Preheat the oven to 375 degrees.
  2. Layer half of the potatoes, ham, and onion in an 8-by-8-inch baking dish sprayed with butter-flavored cooking spray. Repeat layers.
  3. Mix together the dry milk powder, water, mushroom soup, mustard, parsley flakes, and black pepper. Pour this mixture evenly over the potatoes.
  4. Sprinkle paprika over the top.
  5. Cover, bake for 45 minutes, remove from oven, and then let set for 5 minutes.
  6. Cut into 6 equal pieces and serve!
