  1. Preheat the oven to 375 degrees F.
  2. In a covered jar, combine the evaporated skim milk and flour and shake well to mix.
  3. Pour this mixture into a large saucepan sprayed with butter-flavored cooking spray.
  4. Stir in the mushrooms and black pepper and cook over medium heat until mixture thickens, stirring occasionally.
  5. Remove from heat and stir in potatoes, green beans, and frankfurters.
  6. Spread this mixture into an 8-by-8-inch baking dish sprayed with butter-flavored cooking spray and bake for 20 to 25 minutes.
  7. Remove from oven and let set for 5 minutes before dividing into 4 equal servings.
