2 cup  chicken broth, low sodium
0 1/4 tsp  minced garlic
0 1/2 each  fresh green onions
1 cup  shredded carrots
2 cup  Cabbage, common, fresh, shredded
1 1/2 cup  Milk, evaporated, nonfat/skim
1 cup  fat free milk
1.3333 cup  instant mashed potato flakes
0 1/4 tsp  black pepper
1 tsp  dried parsley
Directions
  1. Combine the chicken broth and garlic in a medium saucepan and then add onion, carrots, and cabbage.
  2. Mix well and cook over medium heat for 10 minutes.
  3. Stir in the evaporated skim milk, skim milk, potato flakes, black pepper, and parsley flakes. Lower heat and simmer for 5 minutes, stirring often.
