Ingredients Directions
  1. Combine the tomatoes, onion, celery, and fresh parsley in a large covered saucepan and cook over medium-low heat for 10 minutes.
  2. Pour mixture into a blender and blend for 30 seconds.
  3. Combine skim milk and flour in a large covered jar and shake well to blend.
  4. Spray butter-flavored cooking spray on the bottom of a large saucepan, and pour milk mixture in. Cook over medium heat until mixture starts to thicken, stirring constantly.
  5. Stir in tomato mixture, parsley flakes, and black pepper. Lower heat and simmer for 10 minutes.
