2 tsp  sugar
1 tsp  olive oil
0 1/2 tsp  salt and pepper
0 1/4 tsp  black pepper
4 cup  fennel seed
1 cup  red onion
8 cup  arugula

Directions
  1. Whisk together lemon juice, sugar, oil, salt, and pepper.
