1 Cut fish into 1-inch strips. Place flour in a large heavy-duty, zip-top plastic bag; add fish. Seal bag, and shake gently to coat fish. 2 Coat a wok or large nonstick skillet with cooking spray; drizzle oil around top of wok, coating sides. Heat at medium-high until hot. 3 Add fish, and stir-fry for 2 minutes or until lightly browned. Remove fish from wok; set aside. 4 Add celery to wok; stir-fry 2 minutes or until crisp-tender. Combine orange juice, water, cornstarch, soy sauce, ginger root, orange rind, and onions. 5 Add to work, bring to a boil, and cook, stirring constantly for 3 minutes or until thickened. Return fish to wok; stir to coat. 6 Transfer mixture to a serving platter.
